PKLEAKS 13.0: Coronavirus Vaccine Scandal now haunts Pakistan through Stock Market Manipulation

In every adversity lies an opportunity is an age-old adage and has never been so much apt for "them" in this current COVID-19 pandemic....

This adage has been put to pragmatism by "those", as described in this exclusive piece on CoVID vaccine scandal in our country by Stock Market Manipulation...

The Stock Exchange is not just a place for serious investors, but it is also a platform for speculators, who often manage to manipulate share prices and sometimes even dictate market trends. If the size of the market is relatively small, as in the case of the around $43 billion Pakistan Stock Exchange, then manipulating the market can be difficult but not impossible.

It was reported that the Gam-COVID-Vac or Sputnik-V of RDIF was accorded EUA on January 22, 2021. As such, on January 24, 2021, all newspapers in Pakistan announced that EUA for Sputnik V, has been accorded to M/s AGP Limited, B-23, S.I.T.E., Karachi. With the result, the said local pharmaceutical major was appointed to Register/Market/Sale/Tender Business of the Russian vaccine Sputnik-V in our country.

As per the minutes of the meeting, AGP was not authorised as the sole (or even importer) distributor for the Russian Vaccine. The reason and the person from DRAP who disclosed this information to The Dawn, thus helping to commit the stock market fraud, is still vague. Volumes of shares traded of AGP Limited from January 20, 2021 was 120,000 and it soared to 1,180,400 shares on January 22, 2021.

Large-scale fraud was already around as shares were being bought in huge volumes with prior anticipatory knowledge of the same supplemented by fake, but timely announcement in the newspapers on January 24, 2021. On January 25, the volumes of the shares of M/s AGP Limited reached 3,334,800. This was about 6 days prior to AGP approval, which came on February 1, 2021 by DRAP. The price of the share skyrocketed to Rs. 135 from Rs. 114. In this whole well-planned scam, billions were pocketed by AGP.

The Letter of authorisation for AGP, written on January 25, 2021, by Russian Direct Investment Fund through Human Vaccine LLC, to Dr Faisal Sultan, Mr. Asim Rauf, CEO DRAP and Dr Obaid Ullah, Chairman Drug Registration board, was not the sole authorisation and nor was there any agreement of Sole authorisation. DRAP rules require, original or notarised copy of Sole Agency agreement under the Drug Act, 1976. None was represented by AGP Limited in that meeting, because rights for the same were given to M/s Aurugulf Health Investment-Sole Proprietorship LLC, Abu Dhabi, UAE...

Without an iota of doubt, AGP limited is involved in connivance with DRAP and SAPM on National Health Services Dr Faisal Sultan made billions and without even imporing one single vaccine dose till date...

AGP Limited does not even bother to care if the vaccine is imported or not. Also, the EUA permission granted was solely for Government supply only, not for market supply and for the liquid dose which is to be stored at -18 Degree Celcius. Here, the point worth noting is that the AGP limited does not have a supply chain to distribute the vaccine across Pakistan at -18 Degree Celcius. This fraud by AGP Limited, in connivance with DRAP, is repeated in Covid-19 again....
It is to remind the general public of our country, who is arcanely believed to possess short-term memory, that in May/June 2020, AGP Limited announced that they will start selling REMDESVIR in our country in the next 02 months. The Stock price for AGP Limited jumped from Rs 78 to Rs 117. As such, AGP limited again skirted regulations, and embezzled billions without even importing a single dose of the REMDESVIR. This underlines how powerful and connected groups can even buy regulators to push their monetary agendas...

Poor governance, mismanagement, inefficiencies and corruption are often used synonymously in a health systems context in our country....
Corruption in the health sector has its roots in the commercial interests of the non-bonafide pharmaceutical companies like AGP pharmaceuticals, who find compliance with regulations affecting drug licensing, accreditation and approvals costly and try and bribe and influence regulators to get their product registered, speed up the approval process, get favorable prices or to have their drugs included on the essential drug list in order to increase their market share..
We all are already aware of the contracting process for the purchase of drugs, offers a lucrative source of returns for corrupt officials and suppliers through kickbacks, over-invoicing, and outright graft....
No wonder, in Pakistan, the clear perception that, corruption is to blame for the country's past and current economic woes, must be rooted in robust empirical evidences like these. Otherwise, it's just an uninformed crusade that might not yield positive results...
