PKLEAKS 39.0: MI spreads its surveillance wings; Democracy in danger

Illegal surveillance by Military Intelligence and Army
(This article is based on a leak shared by one of our conscientious readers, a whistle blower who has shared the misdeeds happening in our Military Intelligence setup. He was perturbed at seeing the rot that has set in his organisation and wishes that the ‘powers’ take notice of it and take immediate corrective steps).

Security is not a licence for people in authority to hide the tactics that they would never openly admit to using.

One would not have to strain hard to understand the implications of above lines if one were to turn to the ideal template that Pakistan’s Military Intelligence (MI) offers. MI’s primary task, as in any other country, is to gather intelligence to sniff out rogue elements in the Army and bring them to justice in accordance with the law of the force. In Pakistan though, things go south as a tradition. Pak MI knows no bounds and preens itself on an unusually wide range of powers it arrogates to itself in the name of clichéd concept of national security.

Few other Sources whom we contacted and who are privy to Pak MI’s functioning & unbridled power have come out with outrageous & jaw dropping revelations. These disclosures provide insights on how far our Intelligence infrastructure can go to suppress democratic & human rights values in the country. If one were to believe them, Pak MI unresistingly over exceeds its brief and wades into terrain that should be ideally beyond its reach. Sources do not stop at mere rhetoric as they are well equipped with evidence. And this evidence is as hard as rock, and is able to unravel the dark layers of Pak MI and its offshoot units.

To start with, privies tell that Pak MI’s CI offshoot 408, Operational Intelligence Battalion (OIB) brazenly monitors numbers of Pak prominent political & media bigwigs. Pertinently, 408, OIB’s mandate should be confined to keeping tabs on military officials so that officials deviating from ethical conduct are caught well in time and penalised. But the unit goes beyond the mandate and surveills people from all domains. Have a look at following figures and facts:

Sometime in the middle of 2019, 408, OIB had ordered phone numbers of important journalists and politicians to be tapped and monitored. We were sent the following list of numbers by our Source:

Journalists: Hamid Mir (0301854****), Talat Hussain (0333049****), Najam Sethi (0333405****), Mujeeb Ur Rehman Sami (0300848****), Malik Nasrullah (03008408****), Salman Ghani (0300845****), Yousaf Baig Mirza (0300555****), and Asma Sherazi (0333536****). Hope, Pakistan takes a mature step towards democracy!

Political Figures: Ahsan Iqbal (0321501****), Aetizaz Ahsan (0300845****), Mariam Aurangzab (0321500****), Khawaja Asif (0300844****) , Qamar ul Zaman Qaira (0333589****), Pervaiz Rasheed (0323413****), Uzma Bukhari (0321844****), Talal Chaudhary (0300866****), Maulana Fazal ur Rehman (0313913****, 0315777****, 0300850****), Hasil Bizenjo (0300923****), Ameer Mukaam (0300903****), Zulfi Bukhari (0335112****), Naeem ul Haq (0333390****), Qayyum Samroo (0300099****), Mustafa Nawaz Khokar 0300855****, Javed Latif (0321577****) and Tariq Fazal Chaudhary( 0333049****).

Above names is just a tip of the iceberg as sources inform that in all, more that 200 persons were under the watchful eye of our MI in August, 2019.

Obviously, all figures listed above require no introduction for a keen watcher of Pakistan. A majority of above political figures were seated in the opposition camp during regime of Imran Khan’s PTI. As for media figures, they are known for calling a spade a spade and have been irritants to the Establishment for the same.

Not only this, 408, OIB even keeps immaculate records of its targets. These records contain codes assigned to targets who are being followed by MI and names of visitors with vehicle number and timing of visit. Giving details, sources quote out of such records that their target coded HRBA had been visited by Chaudhary Mohd Ali, Brigadier Babri, and Brigadier Salim on August 12, 2019. Chaudhary Mohd Ali had arrived in the vehicle number RIR-903. In a more interesting record, it was reported that Punjab CM (Usman Buzdar) had sent boxes of mangoes to HRBA and HRAG. Such records are submitted to senior formations on a regular basis.

After the analysis, no one will be short of wisdom on why Pakistani democracy has failed to take roots in past more than 70 years. Clearly, where Intelligence Agencies are given a free run with no accountability at all, other pillars of democracy take no time to collapse. Hope that Army/MI will take a lesson or two from these disclosures as Pakistan is already cast hard in this mould with no will at all for course correction.
